金交所在自貿區設立國際交易平臺方案基本定稿

近日,有訊息稱,作為上海自貿區平臺建設的組成部分,上海黃金交易所(金交所)計劃在自貿區內設立的國際交易平臺方案,已基本定稿。

金交所相關人士在接受東方早報網采訪時指出,境外投資者屆時將能參與上金所的全部品種,而國際交易平臺將作為上金所會員,承載風險管理、交易管理的功能。

目前,國際交易平臺建設已按計劃分步實施,包括確定方案並上報央行審批,雖然各方準備尤其是境外會員單位的法務流程等仍不可控,但相關業務有望在今年下半年正式上線運行。

該人士還介紹稱,“金交所計劃設立的這個國際交易平臺(俗稱‘黃金國際板’),尚未完成在上海自貿區內的注冊工作。不過注冊名基本確定為”上海國際黃金交易中心“,該公司為股份有限公司,不會引入其他股東。”

不再單辟交易系統

此前,金交所曾向會員單位,下發過上金所國際交易平臺方案的征求意見稿,而在最新的設計方案中,金交所首先修改了“國際板和主板”的交易定位,即國際交易平臺將成為上金所的會員。

“之前我們曾想過要將交易平臺和上金所主板隔離開來,但后來在征求意見的過程中,我們發現,自貿區內的公司不具有發展會員的功能,所以我們最終還是決定把境外投資者直接發展到上金所,直接參與上金所的交易。”

上述上金所人士指出,如此一來,境外投資者將會與境內會員一起在現有系統中交易,而非另外單辟一個交易系統。市場流動性將得到保證,交易品種也將會較此前的三個擴展到上金所的所有品種。

金交所目前的交易品種包括黃金、白銀和鉑金現貨交易品種Au99.95、Au99.99、Au100g、Ag99.99 、Pt9995 ,以及延期交易品種黃金t+d、m Au(t+d)、白銀t+d。

采用人民幣報價

據了解,由於上述交易品種均采用人民幣報價,因此這一點將保留。而在保證金方面,境外會員將使用離岸人民幣。

業內人士表示,這也意味著,金交所國際交易平臺將為人民幣國際化做鋪墊,並成為繁榮離岸人民幣市場的重要投資品種。若未來能形成人民幣的黃金報價中心,人民幣國際化將邁出一大步。

跨區交割“暫難實現”

根據有關制度設計,在金交所國際交易平臺,境外機構和個人投資者必須開設人民幣非居民賬戶,作為結售匯和劃轉盈余貨款的基本賬戶。

賬戶內的人民幣用途僅限於上金所交易,資金嚴格按照“從哪里來到哪里去”的原則流轉,不得流出交易所體系之外。

這與自貿區資本項目有限開放的特征一脈相承。外幣的來源不計,一旦轉化為人民幣,則資金封閉運行。

然而,此前市場期望,“在上海自貿區內外,交割物跨區交割”,這點暫時不會在業務初期實現。

Gold has been used throughout history as money and has been a relative standard for currency equivalents specific to economic regions or countries, until recent times. Many European countries implemented gold standards in the latter part of the 19th century until these were temporarily suspended in the financial crises involving World War I. After World War II, the Bretton Woods system pegged the United States dollar to gold at a rate of US$35 per troy ounce. The system existed until the 1971 Nixon Shock, when the US unilaterally suspended the direct convertibility of the United States dollar to gold and made the transition to a fiat currency system. The last currency to be divorced from gold was the Swiss Franc in 2000. Since 1919 the most common benchmark for the price of gold has been the London gold fixing, a twice-daily telephone meeting of representatives from five bullion-trading firms of the London bullion market. Furthermore, gold is traded continuously throughout the world based on the intra-day spot price, derived from over-the-counter gold-trading markets around the world (code "XAU"). Gold is a chemical element with the symbol Au (from Latin: aurum "gold") and an atomic number of 79. Gold is a dense, soft, shiny, malleable and ductile metal. Pure gold has a bright yellow color and luster traditionally considered attractive, which it maintains without oxidizing in air or water. Chemically, gold is a transition metal and a group 11 element. It is one of the least reactive solid chemical elements. The metal therefore occurs often in free elemental (native) form, as nuggets or grains in rocks, in veins and in alluvial deposits. Less commonly, it occurs in minerals as gold compounds, usually with tellurium.

Gold resists attacks by individual acids, but it can be dissolved by the aqua regia (nitro-hydrochloric acid), so named because it dissolves gold. Gold also dissolves in alkaline solutions of cyanide, which have been used in mining. Gold dissolves in mercury, forming amalgam alloys. Gold is insoluble in nitric acid, which dissolves silver and base metals, a property that has long been used to confirm the presence of gold in items, giving rise to the term the acid test.

Gold has been a valuable and highly sought-after precious metal for coinage, jewelry, and other arts since long before the beginning of recorded history. Gold standards have been the most common basis for monetary policies throughout human history, being widely supplanted by fiat currency only in the late 20th century. Gold has also been frequently linked to a wide variety of symbolisms and ideologies. A total of 165,000 tonnes of gold have been mined in human history, as of 2009. This is roughly equivalent to 5.3 billion troy ounces or, in terms of volume, about 8500 m3, or a cube 20.4 m on a side. The world consumption of new gold produced is about 50% in jewelry, 40% in investments, and 10% in industry.

Besides its widespread monetary and symbolic functions, gold has many practical uses in dentistry, electronics, and other fields. Its high malleability, ductility, resistance to corrosion and most other chemical reactions, and conductivity of electricity led to many uses of gold, including electric wiring, colored-glass production and even gold leaf eating.
